As soon as the Google Panda 4.0 was released, it was implied that it is gentler for some sites, but it didn’t lay the groundwork to future changes in the direction of a softer and gentler Panda algorithm.
You can think of the Panda 4.0 as a new architecture, which brings in some of the softer side, but also lays groundwork for future iteration.
Panda 4.0 is clearly a huge update to the algorithm, which hopefully means that even more updates to Panda will help more sites recover.
